Rules and Regulations of the Standard Chartered Half–Marathon Brunei 2013
(“these Rules and Regulations”)

The Standard Chartered Half- Marathon Brunei 2013 (“the Event“) is organised by Standard Chartered Bank (“the Organiser“) with full support of Ministry of Culture, Youth and Sports (“MCYS“) and the Brunei Athletics Association (“BAA“).

  • Consent for Disclosure
    Any person signing up for and providing any information, personal or otherwise, in order to gain access to any products or services and/or participate in any programmes, events, talks, demonstrations or any activities involving the Organiser and any of the Event’s sponsors (“the Participant“), the Participant is deemed to have given written permission for the Organiser and any of the Event’s Sponsors (“the Sponsors“) to collect, analyse, collate, share, disclose to third parties and/or otherwise use without any liability to the Participant, any personal information relating to that Participant as may in their sole discretion deem fit, including without any limitation for its programmes, planning, data-processing, and statistical or risk-analysis, research, fund-raising and/or any other purposes in furtherance of the functions. The Organiser and the Sponsors declare by virtue of being the event owner or sponsor, they can use services of third parties:

    • For development or implementation of programmes, products or services as it may deem necessary;
    • for outsourcing of any programmes, events, talks, demonstrations and/or any activities;
    • for promotional, marketing and/or administrative purposes;
    • for all purposes as required by law, including without limitation court proceedings, criminal investigations or prosecutions or where so ordered by any competent authority;
    • in connection with any proposed novation, assignment, transfer, sale, lease, license, partnership, joint-organising and/or any collaboration where and when required in relation thereto.
  • Registration Fees and Maximum Number Of Participants

    • Registration for the Event opens on 8 January 2013 and will close on 17 March 2013 or when maximum capacity for the respective Event category has been reached, whichever is sooner.
    • Registration may be done online via www.scbruneihalfmarathon.com or at any of the Organiser’s branches in Brunei.
    • Once an Event category has reached its maximum capacity (see above), such Event category will be closed for registration.
    • Payment of registration fees may be made over the counter, Automatic Teller Machine ("ATM") or Cash Deposit Machine ("CDM").
    • Online registration fee payments can only be made via credit cards (VISA and Mastercard only) or debit cards.
    • For payments made via ATM or CDM, the receipt must be retained and attached together with the registration form as proof of payment. g. Payment via ATM or CDM should made into the Organiser’s account number: 01-001-042802-00
    • Payment of registration fees only is not proof of registration. Completed registration forms and registration fees must be submitted for Event registration
    • All registration fees and/or donation proceeds are non-refundable.
  • Participant’s Registrations
    • Completion of the Event registration forms, including but not limited to online registration, confirms the Participant’s agreement to abide by the relevant rules and regulations of the Organiser, BAA and the Sponsors.
    • Once registration has been submitted, there will be no registration fee refund for Participants who do not eventually take part in the Event for whatever reason.
    • Participants are strictly not allowed to transfer their registrations to another person or change Event categories after their registrations have been confirmed.
    • The Organiser will not entertain nor be in any way responsible for any disputes arising from incomplete or inaccurate entry details in the registration form.
  • Event Website
    In consideration of the Participant’s use of the Event’s website, the Participant agrees to: (i) provide true, accurate, current and complete information about the Participant contained in any registration form (such information being the "Registration Data"); (ii) maintain the security of the Participant’s password and identification; and (iii) maintain and promptly update the Registration Data to keep it true, accurate, current and complete. The Organiser may contact the Participant from time to time by electronic mail. Any notices sent to the email address registered with the Organiser shall be deemed as received by the Participant. If the Participant provides any information that is untrue, inaccurate, not current or incomplete, or the Organiser has grounds to suspect that such information is untrue, inaccurate, not current or incomplete, the Organiser may suspend or terminate the Participant’s registration and refuse any and all current or future use of the Event’s website (or any parts thereof).

  • Donations Cards and Proceeds
    • Donation cards must be returned to the Organiser from 1 to 29 March 2013 or during Event race entry pack collection ("REPC") period on 5 and 6 April 2013. Donation proceeds may be deposited at any of the Organiser’s branch counters or CDMs/ATMs to the designated account number 01-001-042802-00
    • Deposit receipts must be retained by the Participants and attached to their donation cards. Lost donation cards must be reported to the police. The police will issue a note stating the loss of donation cards and such receipt must be retained and produced by the Participant during REPC.
  • Race Entry Pack Collection
    • All Participants must return their donation cards and donation proceeds during REPC to collect a race entry pack.
    • If Participants do not return their donation cards and donation proceeds, such Participants’ registrations will be cancelled without refund of registration fees paid.
    • All Participants will receive one (1) race entry pack during REPC which contains their numbered bib, timing tag (half marathon and 10km), event running t-shirt, lucky draw ticket and other possible novelties during REPC on the period specified above. Preferred Event t-shirt sizes is given on a first-come-first-serve basis subject to stock availability.

  • Health & Safety
    • The form on the reverse side of the Participants’ bib must be completed in full and accurately. Participants must wear the assigned bib number on his/her chest. Participants who are not wearing a bib number will be taken off the course by security officers/officials.
    • Whilst every reasonable precaution will be taken by the Organiser to ensure the Participants’ safety, Participants run at their own risk and the Organiser will not be responsible or held liable for any injury or death howsoever arising from training for, during participation in or after the Event. Participants are strongly encouraged to go for a medical examination and/or consult their medical practitioner prior to registration and before the Event.
    • A Participant must retire from the Event immediately, if required to do so by any member of the official medical staff, race director, referee and/or security officer.
    • Pets, bicycles, in-line skates, prams, push carts, shoes with built-in or attached rollers and any other wheel-run objects are not allowed on the Event route other than official Event and medical vehicles.
  • Event Categories

    There are a total of four different (4) distances for the Event

    • Half Marathon (21.0975km) – Competitive Events
    • 10km – Competitive Events
    • 5km – Non-competitive Events
    • 2.5km Fun Run – Non-competitive Events
  • Cut-off Times and Starting
    • Road closure on the Event’s half- marathon route will be lifted after three (3) hours from its commencement ("Cut-off Time"). Cut-off Times will be set at specified checkpoints along the Event’s half-marathon route to ensure the safety of runners who are unable to complete the Event’s half-marathon route within three (3) hours. Participants who are still on the Event’s half-marathon route and choose to continue running after the Cut-off Time, do so at their own risk.
    • Participants who commence running before their respective flagoff (Half-Marathon, 10km & 5km) will be disqualified.
    • Participants who do not start within 15 minutes of their respective flagoff (Half Marathon, 10km & 5km) will be disqualified and for safety reasons may not be allowed to start.
  • Half Marathon and 10km (Competitive Events)
    • Participants must be at least 16 years of age on the date of the Event to participate in the half marathon (21.0975km).
    • Participants must be at least 14 years of age on the date as of Event to participate in the 10km.
    • Any Participant of the Event’s half- marathon open who is at least 40 years of age on the date of the Event is considered a veteran. There is no distinction of veterans in the Event’s half marathon (Bruneian category).
    • The ‘Gun Time’ will be used to determine the winners for each of the following Event’s categories:
      • Men’s half- marathon open and veteran as well as 10km open
      • Women’s half- marathon open and veteran as well as 10km open
      • Men’s Half Marathon (Bruneian Category)
      • Women’s half- marathon (Bruneian category) Note: Only Brunei citizens and Brunei permanent residents qualify for 28(a)(iii) and 28(a)(iv) above
    • A ‘timing tag’ will be provided to Participants’ of the Event’s half-marathon and 10km. The ‘timing tag’ is a single-use, disposable device. Participants should deposit their ‘timing tag’ in the recycle bin located at the finish area after the Event.
    • All Participants who successfully complete the Event’s half-marathon or 10km will be awarded a finisher’s medal upon presentation of their bib numbers to the respective officials.
    • All finisher’s medals must be collected on the date of the Event. It is the responsibility of the Participant to ensure that they have received the correct finisher medal. No requests thereafter will be entertained.
    • All Participants who successfully complete the Event half-marathon or 10km will also be awarded a finisher’s certificate. The finisher certificates will be available for download on the Event’s website from 9 April to 9 May 2013. This shall not apply to Participants who have been unable to complete their respective Event categories within the designated Cut-off Times. Cut-off Times are listed under the respective Event categories on the Event website.
  • 5km and 2.5km Fun Run (Non-competitive Events)
    • 5km
      • Participants must be at least 13 years of age on the date of Event to participate in the 5km; and
      • The 5km is a non-competitive event and therefore, no ‘timing tag’ will be issued and no official timing will be recorded or provided.
    • 2.5km Fun Run
      • There is no age limit for Participants of the 2.5km Fun Run. Participants below 8 years of age must be accompanied by 1 (one) parent or 1 (one) guardian who at least 18 years of age; and
      • The 2.5km Fun Run is a non-competitive event, therefore, no ‘timing tag’ will be issued and no official timing will be recorded or provided.
    • All Participants in the 5km and 2.5km Fun Run categories will be awarded a participation certificate that will be available for download on the Event’s website from 9 April to 9 May 2013.
  • Parental or Guardian’s Consent for Minors
    • Participants below 18 years of age are required to obtain parental or guardian’s consent and complete the relevant indemnity declaration form as deemed necessary by the Organiser upon online registration or in-person registration, failing which, the Organiser reserves the right to refuse entry.
    • Notwithstanding the age requirements in 10 and 11 above, if the Participants’ parent or guardian requests in writing, the Organiser may in its sole discretion permit physically fit and experienced Participants who have not met the age requirements to participate in any of the Event categories. Such permitted Participants are eligible for finisher’s medals, finishing positions or prizes (refer 13 – Prizes and Results).
  • Prizes and Results
    • Each Participant may only win one (1) award of prize-money. A prize-winning Participant in more than one Event category may elect to receive his/her award in the category offering the higher prize-money. Regardless of the prize-winning Participant’s choice of prize-money award, his/her finishing positions in each of the relevant categories will remain unchanged.
    • All prize-winning Participants must present their identification document (such as Passport or Identity Card) to collect their prize-money. Prize-money cannot be collected after the date of the Event.
    • For prize-winning Participants, any disputes and appeals must be notified to the Organiser within 30 minutes of the published results on the results notice board or immediately after the prize presentation, whichever is earlier.
    • For all other Participants, any disputes and appeals in relation to their results must be submitted in writing (including electronic mail) within 7 days from the date of the Event until 14 April 2013.
  • General
    • The Organiser reserves the right to use any photographs (including those of participants), motion pictures, recordings, or any other media records of the Event, for any legitimate purpose including commercial advertising and distribution to the Sponsors.
    • The Organiser reserves the right to limit and/or refuse entry without giving any reason and notice.
    • The Organiser reserves the right to cancel and/or add any Event category without prior notice to the Participants.
    • The Organiser reserves the right to amend the Event routes as they deem fit for the safety of the Participants and/or to prevent any potential hazards in the running of the event, at any time without prior notice to the Participant. In such cases, every effort will be made to inform the Participant prior to the date of the event. The Organiser shall not be liable for any other loss or inconvenience caused due to such changes.
    • The Organiser reserves the right to modify or substitute any of these Rules and Regulations of the Event from time to time as they deem fit. If there is ambiguity in any of the provisions, the Organiser shall be the authority to interpret and in so doing, the Organiser will take into account the interests of all the affected participants. Any update on the rules and regulations of the Event will be notified on the official website at www.scbruneihalfmarathon.com
    • The Organiser reserves the right to cancel the Event at any time without prior notice to the Participant, in which case the Organiser will make effort to inform the Participant prior to the date of the Event. If the Event has to be cancelled, there shall be no refund of fees paid unless the Organiser deems fit to give a refund and all proceeds collected via donation cards shall go to charity. The Organiser shall not be liable for any other loss or inconvenience caused.
    • There will be no fee refund if the event is cancelled for reason of force majeure i.e. due to occurrence of incidents that are beyond the control of the Organiser and which renders it impossible or unsafe to hold the event.
